Breaches:
Mariano Rajoy (PP) replaces Rodríguez Zapatero as president of the Spanish Government. Aside from the PP, which has an absolute majority in Congress, only the UPN and Foro Asturias voted in favour of his investiture. The PNV, Coalición Canaria and Amaiur abstained, and the PSOE, CiU, ERC, Izquierda Unida, UPyD, BNG, Compromís-Q and Geroa Bai voted against it.
