Breaches:

The Spanish government, citing a positive conflict of competences, is appealing to the Constitutional Court over the name and powers of the Department of Foreign Affairs of the government of Catalonia, created on 13 January and directed by Raül Romeva. It argues that the Department is pursuing the goal of internationalising the independence process. On 17 February the Constitutional Court agrees to hear the appeal, leading to the suspension.
