Breaches:
The Parliament of Catalonia approves Law 4/2010 on consultations of the people by referendum with the PSC, ERC and ICV voting in favour and the CiU, PP and Ciutadans voting against. The law allows referendums to be held at both national and municipal level on matters of special relevance, but they are subject to the prior permission of the Spanish government.
