Breaches:
The proposal is submitted by a delegation of three speakers from the Parliament of Catalonia: Artur Mas (CiU), Manuela de Madre (PSC) and Josep-Lluís Carod-Rovira (ERC). The Congress agrees to start processing the the law to reform the Statute with 197 votes in favour, 146 against (all from the PP) and one abstention.
