The plenary session of Parliament approves the 2017 budgets that include the line items needed to hold the referendum

A few minutes before the start of voting, the general secretary and the senior lawyer of the Parliament warn that approval of additional provision 31 countermands the decision of the Constitutional Court on the resolution to hold a referendum. Ciudadanos, PSC and PP try to prevent the vote, which is delayed several hours. Forcadell does not accede to their requests, and the budget is ultimately approved with the CUP’s amendment to additional provision 31. The final approved text says: ‘the government, within the available budget for 2017, must set up the line items that will guarantee the resources needed to organise and manage the referendum process on the political future of Catalonia.’ Ciudadanos, PSC and PP do not participate in the vote.
