The Ministry of the Interior justifies the infiltrations of the pro-independence movement and links them to terrorism

The report of the Ministry of the Interior and the General Directorate of the National Police is drawn up within the framework of the administrative appeal for the protection of fundamental rights presented by Òmnium Cultural to the Central Examining Magistrate’s Court of National High Court. The Ministry of the Interior considers that infiltrations without judicial authorisation are legitimate, suitable and timely. The report states that in Catalonia there have been situations of ‘very serious violence,’ which seek to subvert the constitutional order or alter the territorial structure of the State and which legitimise the actions of the information and intelligence services. It considers, among other things, that the pro-independence movement has participated in ‘unauthorised’ demonstrations, has called the population to participate in ‘illegal demonstrations’ and has carried out acts of sabotage against public facilities. In addition, it considers that the multi-militancy of members of ‘radical secessionist’ groups makes their surveillance particularly complicated. The report cites the National Strategy against Terrorism as sufficient justification for the infiltrations. Said strategy states that ‘exclusive identity extremism’ can lead to violence. Finally, the appeal is dismissed and Òmnium states that they will appeal against the decision.
