The Statutory Guarantees Council issues an opinion on the 2017 draft budget

Breaches:

The Council of Statutory Guarantees is opposed to including additional provision 31, which foresees the holding of the referendum. In response to the appeals of Ciudadanos, PSC and PP, it argues that holding referendums is an exclusive competence of the State. The Council endorses the line items earmarked for electoral processes, and because the opinion is not binding, the government decides not to modify the draft budget.
