Breaches:
President Quim Torra sends a letter to Mariano Rajoy requesting him to authorise the publication of the decree appointing ministers, after the Government of Catalonia’s Legal Advisory Commission issued a report endorsing the appointment of the prosecuted politicians Josep Rull and Jordi Turull, and the exiles Toni Comín and Lluís Puig. If this was authorised by the president of the Spanish government, the Government of Catalonia could be formed and the application of Article 155 would automatically be lifted.
