Breaches:
Court of Auditors councilors Margarita Mariscal de Gante Mirón (former PP Justice Minister from 1996 to 2000) and author of the judgment on the organization of 9 November expenses decides to join preliminary proceedings on the government of Catalonia expenses on foreign affairs policy between 2011 and 2017 and proceedings to determine accounting responsibility for 1 October organization expenses. The alleged perpetrators are not informed of the jointing of proceedings until months later.
